Revised BEPS Action 5 Transparency Framework and substantial substance requirements for no- or nominal-tax jurisdictions

The OECD Inclusive Framework has adopted updates to the BEPS Action 5 transparency framework. This includes revising peer review processes and the assessment methodology, updating the Exchange on Tax Rulings (ETR) XML schema and User Guide, and, starting 1 January 2027, requiring substantial activities for preferential regimes in no- or nominal-tax jurisdictions for access to treaty-benefits and preferential regimes. These changes aim to strengthen substance requirements and reduce treaty and regime abuse. The policy impacts multinationals, holding companies in tax-favored regimes, and jurisdictions providing preferential tax regimes without real substance.

Reduction of the Base CPP Contribution Rate from 9.9% to 9.5%

The 2026 Spring Economic Update proposes legislative amendments effective January 1, 2027 to reduce the combined employer-employee contribution rate for the base Canada Pension Plan (CPP) from **9.9%** to **9.5%**, lowering payroll costs for both workers and employers. The rate paid by each side drops from 4.95% to 4.75%. According to the chief actuary, this change is financially supportable and is expected to provide meaningful budget relief without compromising long-term sustainability. Under this measure, an employee earning $70,000 annually would save roughly $133 per year on the employee share, with equivalent savings for the employer, totaling over $3 billion in reduced contributions across 16 million contributors each year. It’s enacted via Bill C-30.

Treasury, IRS issue proposed regulations to make it easier for digital asset brokers to provide 1099-DA statements electronically

This policy proposes new rules enabling digital asset brokers, beginning January 1, 2027, to furnish Form 1099-DA statements electronically. It aims to reduce compliance costs, recognizing that most digital asset transactions are conducted electronically, but tightens rules around required customer notices, consent, and ongoing access to electronic statements. Entities must ensure customers are aware documents are furnished electronically and provide access. The policy does not force paper copies but offers streamlined electronic processes. Feedback (public comments) are requested for related issues including 1099-B and other statements. Implications include system updates for brokers and stronger recordkeeping by recipients.
