Ukraine’s 2027 Transport-Tax Declaration: How Local Benefits Will Change Entity-Level Reporting

Ukraine is introducing a revised transport-tax declaration from January 1, 2027. The new form adds fields for locally granted tax benefits and separates the calculation of liability from clarification data.

Why the declaration is changing

Ukraine’s State Tax Service has announced a new transport-tax declaration form beginning January 1, 2027. The revision responds to the need to record tax benefits granted by local government decisions. Although the Tax Code does not itself provide transport-tax benefits, local authorities may adopt decisions that reduce or eliminate the liability for qualifying taxpayers.

The reporting change is significant for businesses that operate vehicles in jurisdictions where a local transport-tax benefit applies. The revised declaration is designed to show not only the tax liability but also the amount of benefit that caused all or part of the tax not to be paid.

Main structural changes

The new declaration adds separate columns for information about transport-tax benefits and their amounts. It also reorganizes the calculation section into two parts:

  • Section I — Calculation of tax liability, including the transport-tax benefit; and
  • Section II — Clarification of tax liability.

This structure should make it easier for the tax authority to distinguish an ordinary calculation from a correction or clarification. It also means that taxpayers relying on a local benefit will need evidence supporting the legal basis, geographic scope, vehicle eligibility, and amount of the benefit.

Example

Assume a company operates a qualifying vehicle and the ordinary annual transport-tax liability is 100,000 Ukrainian hryvnias. A local government decision provides a benefit of 40%. Under the revised form, the company should expect to report the underlying liability and separately identify the 40,000-hryvnia benefit, rather than simply reporting a zero or reduced amount without explanation.

The exact result depends on the applicable local decision and the vehicle’s statutory characteristics. The example illustrates the reporting logic, not a universal rate or entitlement.

Entity-level preparation

Companies should create a vehicle register containing the make, model, year, registration details, engine or other statutory characteristics, owner or user, and relevant local-government decision. The register should be reconciled to the accounting records and registration data before the first 2027 filing.

Where a vehicle is transferred, sold, leased, or moved between jurisdictions, the company should preserve documents showing the date and legal effect of the change. These records may be necessary to support the period for which liability or a benefit is reported.

Recommended controls

  • Identify every vehicle potentially subject to transport tax.
  • Locate the current local-government decisions for each relevant jurisdiction.
  • Confirm whether the decision grants a benefit and which vehicles qualify.
  • Quantify the ordinary liability before applying the benefit.
  • Record the benefit separately in the accounting and tax workpapers.
  • Test the new declaration form before the January 2027 filing cycle.

The key planning point is that a local benefit is not merely a payment reduction. It creates a documentation and reporting trail. Businesses should therefore treat the benefit as a controlled tax position, supported by the local decision and vehicle-level evidence.
