Taiwan Tax Administration Changes in October 2026: A Compliance Guide for Estates, Taxpayer Rights and Importers

Taiwan’s Ministry of Finance published several October 2026 administrative and regulatory measures, including proposed amendments affecting estate-tax services, taxpayer-rights procedures and selected customs rates. The practical response depends on whether a measure is merely proposed or already effective.

Separate enacted rules from proposals

Taiwan’s Ministry of Finance listed several tax-related measures in October 2026. The list includes proposed amendments to the rules governing deferred income tax treatment under the Statute for Industrial Innovation, proposed changes to estate-and-gift-tax implementation rules, and proposed amendments to penalty-reduction standards. It also includes administrative rules that became effective immediately and a temporary tariff adjustment for specified imported commodities.

For taxpayers, the first compliance step is to classify each item correctly:

  • Draft or pre-announced measures are not yet final law and should not automatically be used to change a filed return.
  • Administrative rules stated to take effect immediately may alter how tax authorities process applications or taxpayer-protection matters.
  • Temporary tariff measures can affect import costing even when they do not change income-tax rates.

Estate and gift tax administration

The October 19 measures concern several estate-tax procedures, including inquiries into a decedent’s assets, one-stop requests for financial inheritance information, tax-calculation trial services, cross-office counter applications and electronic estate-and-gift-tax applications. These changes are administrative rather than a general change to estate-tax rates, but they may affect how executors and advisers assemble documentation and submit requests.

Executors should maintain a central file containing the death certificate, family relationship records, asset statements, bank information, securities records, insurance information and authorization documents. A complete file can reduce delays when using centralized or electronic procedures.

Temporary tariff adjustment

The Ministry of Finance also announced a mobile reduction in tariff rates for soybean salad oil and feed-use soybean meal or cake, with an implementation period from October 1, 2026 through March 31, 2027, subject to termination if the tariff schedule is amended. Importers should update landed-cost calculations, customs instructions and inventory models, while preserving the import date and applicable commodity classification.

Practical compliance workflow

  1. Create a register of October measures and label each as proposed, effective or temporary.
  2. Do not implement draft income-tax amendments until promulgated and effective.
  3. For estate matters, ask whether an electronic or cross-office procedure is available under the updated administrative rules.
  4. For imports, confirm the tariff classification before applying a reduced rate.
  5. Reconcile customs treatment with accounting records and transfer-pricing or cost-plus calculations.
  6. Keep the official announcement and supporting documents with the tax workpapers.

The key lesson is procedural discipline. October’s developments do not represent one uniform tax-rate change; they combine draft legislation, immediately effective administrative instructions and a time-limited tariff measure.
