Why the October filing guidance matters
The National Tax Service’s October 2026 VAT guidance provides a useful compliance checklist for businesses preparing periodic filings. Although much of the notice explains existing procedures, it identifies areas where the NTS is increasing the specificity of filing-support data, including meal-kit sales, delivery-platform cash transactions, and other business-specific reporting issues.
Platform and cash-sale reconciliation
Businesses using delivery platforms should compare three records:
- The platform settlement statement;
- The merchant’s point-of-sale or accounting ledger; and
- Bank deposits and cash receipts.
A practical example is a restaurant that receives card payments through a delivery platform but also accepts cash directly through the platform’s delivery process. The business should verify that every taxable sale is included, even if the platform’s settlement report groups payments or deducts commissions before remittance. The taxable sales figure should not automatically be equated with the net bank deposit.
Meal kits and mixed VAT treatment
Businesses selling prepared food and meal kits should document the exact product and sales channel. The VAT result may depend on whether the item is sold as a prepared meal, a processed food product, or another category. Maintain product descriptions, invoices, menus, packaging information, and supporting tax interpretations in the accounting file.
Virtual-asset information obligations
The NTS tax calendar lists quarterly submission of virtual-asset transaction statements. Businesses operating exchanges, brokerage platforms, or other covered services should maintain transaction-level records, customer identifiers where required, dates, asset types, quantities, and consideration. A quarterly reporting calendar should be built into the company’s compliance system rather than handled manually at quarter-end.
Action checklist
- Reconcile gross platform sales to settlement reports.
- Separate commissions from taxable sales and deductible expenses.
- Review meal-kit product classifications.
- Preserve virtual-asset transaction data in an auditable format.
- Use NTS filing-support information as a cross-check, not as a substitute for the company’s own books.
The key lesson is that digital sales channels do not eliminate ordinary VAT recordkeeping. They make reconciliation more important because the commercial flow, payment flow, and tax-document flow may differ.
