October 2026 VAT Relief for Eligible Korean Businesses: What the Two-Month Payment Extension Actually Changes

The NTS announced a targeted two-month extension for VAT payment by businesses affected by severe rainfall or the Homeplus-related disruption. The relief changes payment timing for eligible taxpayers, but businesses must distinguish the payment extension from the filing deadline.

The October 2026 measure

On October 5, 2026, the National Tax Service announced a two-month extension of VAT payment for specified businesses affected by heavy rain and the Homeplus-related disruption. The announcement identifies affected taxpayers through location, business relationship, and eligibility criteria. It also describes different treatment for filing and payment obligations.

Who may benefit

The notice refers to businesses located in the identified heavy-rain areas and certain small and medium-sized businesses connected with Homeplus. The extension is not a general postponement available to every Korean VAT taxpayer. Eligibility should be confirmed through the taxpayer’s NTS communications and HomeTax information.

Filing versus payment

A central compliance point is that a payment extension does not necessarily eliminate or postpone the filing obligation. An eligible business should still prepare sales, purchase, invoice, and input-tax data by the normal filing timetable unless the NTS expressly states otherwise. The business should then verify the revised payment date shown in the official notice or taxpayer account.

For an eligible taxpayer, the practical workflow is:

  1. Complete the VAT return using ordinary records.
  2. Confirm whether the account is marked for automatic relief.
  3. Preserve evidence of location or disruption-related eligibility.
  4. Record the original and extended payment dates.
  5. Ensure that payroll, withholding, customs, and other tax deadlines are not mistakenly assumed to be extended.

Refund timing

The NTS also announced accelerated refunds for certain eligible small and medium-sized businesses and other specified groups when an early refund is requested within the filing period. Businesses should keep the supporting purchase invoices and export or business-status documentation needed to support the refund claim.

Example

Suppose a small business in an identified affected area has a VAT payment originally due in late October 2026. The business should file accurately and confirm the revised payment deadline, rather than simply withholding payment without documentation. If the business is not within the qualifying group, the ordinary deadline applies.

Action steps

  • Check the official NTS eligibility categories.
  • Review HomeTax notices and integrated filing-support information.
  • Separate filing deadlines from payment deadlines.
  • Maintain evidence supporting relief eligibility.
  • Do not extend unrelated tax payments without separate authority.

The measure is therefore best understood as targeted cash-flow relief, not a broad change to Korea’s VAT system.
