Starting Right: What Business Owners Must Know

If you’re setting up an entity in Albania, recent policy updates make it more important than ever to align from day one. Here are crucial areas to get right.

1. Point-of-Sale / Point-of-Issue (POS/POI) Obligations

Any business making cash-sales must be equipped with POS or POI devices by 30 May 2026 if operating in certain sectors: accommodation, transport services, pubs/taxis, public institutions, etc. Non-compliance leads to administrative penalties.(tatime.gov.al)

2. Minimum / Maximum Salary Levels

Starting 1 January 2026, Albania’s monthly minimum wage was raised to 50,000 lekë, and maximum salary used for social contributions also increased proportionally (from 176,416 to 186,416 lekë). This affects both employee and employer contribution base limits.(tatime.gov.al)

3. Personal Status & Withholding Tax Declarations

If you employ people, you’ll now have a “Personal Status Declaration” box in payroll forms. Both you and your employee must sign it prior to the first salary paid, and it impacts tax deductions on employment income. If someone holds multiple employments in a single month, declaration applies once and only one employer can apply deduction.(tatime.gov.al)

4. Favourable Reporting & Double Tax Treaties Online From 2026

Starting 1 January 2026, applications under Albania’s Double Taxation Agreements are exclusively online. Don’t keep outdated paper-based registry protocols.(tatime.gov.al)

Compliance Checklist: First 90-180 Days

StepWhat To Do
RegistrationRegister entity, obtain tax number (NIPT), ensure business in permissible sector for POS/POI compliance.
Payroll SetupSet minimum wage; configure financial systems for personal status forms; ensure employee forms are signed.
Technology & AccountingSet up e-filing, integrate digital tools to handle directives like PFA, online treaty claims.
Filing TimelinesGet familiar with monthly and annual filing due dates; plan for ceilings on social contributions.

Case Example

Suppose you start a hotel in Tirana in June 2026. You’d need to:

  • Install a POS/POI system before 30 May 2026 (or risk fines).
  • Set employee wages at minimum salary or higher, observe maximum contribution base.
  • Ensure payroll structure includes Personal Status Declaration; only one employer can apply deductions in overlapping employments.
  • Any incoming treaty-based relief: files must be submitted online now.

Why It Matters

Get compliance right early to:

  • Avoid fines, interest, reputational damage,
  • Maintain access to tax deductions, reliefs, and treaties,
  • Build trust with local authorities, which often rewards consistent compliance.

Start operations in Albania with clarity on these rules and you reduce risk, improve cost efficiency, and build a more sustainable business.
